Fingerprint Clearance-Immg Visa

My parents had their immigrant visa interview this month. After the interview Visa office asked my Dad to give fingerprints (all fingers) and they will hear from embassy withing 40 days. He told that the fingerprints will be sent to US for clearance. Both passports were stamped "document received".

Is it a normal procedure?
How long does it usually take?
Is there any way to check the status of fingerprint clearnace from NVC or FBI?
