221g pending status- IV

I was wondering if anyone know the link for us embassy new delhi where i can check status for pending cases. My father got 221 g in June 2006 and the case is still pending. tried to communicate state dept and embassy. They keep saying its pending. I filed for IV under IR5. When I call us state dept they says it is pending and it is for background check.
