What Forms to File along with I30

I am preparing to file for Green Card for my Sister in New Zealand

Question, I have is what forms I need to find along with I-130. I have question I-864 -aafidavit of support form.

As per the USCIS.gov, it says, file I -130, and file I-864 to US counsellor office when visa is available

Whereas immihlep.com says to file along with I-130, but same time it says I-864 is valid fro one year from date of sign.

Please answer as do I really need to file I-864?
