My family has a 10 yr multiple entry visitor's visa. While they're here can I file the I-130 and Aos for them. (does this allow them to stay etc due to the fact who knows how long it will take etc)

NO. if they are entering the USA with the intention of adjusting their status, that would be fraud. YES, YOU CAN file.
now, will they get GC?? that's a whole different thing and who knows.
is there a risk? yes, there is. they (immigration) may think your family came here with the premeditated intention of immigrating to this country and abused of their visitor visa.
proceed with caution, and better yet, hire a lawyer.
