Can we apply I-130 in China/HK embassy?

My friend from India told me that he(US citizen) applied I-130 for his spouse in India and it was real fast, like done in
a month or so.

Is that true and if same thing available for China and/or HK that you can directly apply at the embassy there.

well, you can apply where ever you or your spouse reside. but if you are a U.S. Citizen permanently residing in U.S. applying for your spouse in another country the wait time still depneds on the wait time of the center(cali,nebraska...etc).... consider checkin that out.

I(US citizen) am currently travelling between US and China.
My spouse is residing in China now.
Will apply I-130 in China(Guangzhou in particular) be
faster than applying in California(SF)?

What would be the est time frame I should be looking
if applying I-130 directly in China?
