I-130 approval notice

Hi, I filed I-130 for my mother but haven't got the approval notice yet NVC sent me a package for further action like paying AOS fees and starting AOS process. I tried to contact USCIS but they said that my I-130 application was still in process. Is is possible to have I-130 application in process and to generate case from NVC at the same time. I thought it goes step by step.

Could sombody shed some light on what is really happening.

More details needed, ie

where is your mom now? are u a PR or a Citizen, where did u file....

Received the mail today about my approval notice. Should receive it in day or two.
