The original petitioner is already a pensioner who returned back to the Philippines

Hi! May ask with regards to the case of my brother in law who currently received his approved immigrant petition where his petitioner is his mother.but since it took long to approve the said reuqest.His mother is now a pensioner and already returned back to the philippines. May I ask if is it possible that his nephew who is also a citizen in US will be his sponsor in exchange of her mother?
