processing time in F3 for H1B

Hello all, need help.
If a H1B holder is already in USA and sponsored with F3 visa, is there any waiver/reduction in wait time than mentioned in Visa bulletin ?
F3 visa is sponsored to a married kid who is already in USA since 5 years .

Do you already have an approved I-130 under family based third preference? What’s your priority date?

having a h1-b and being in the us does not help other than being able to adjust status and get your green card while in the us as opposed to going through consular processing.
