no birth certificate for mother who is 78, has valid passport and visa

Planning to file concurrent I130 + I485 for my mother who has a valid passport and a valid visa but no birth certificate. Is this a show stopper ? Also, can I bring her to the US on her current visa and then file for I130 and I485 concurrently, while she is here?

Birth certificate is important no matter what. Did you have her visit the health dept' in your country to see if they will issue a "no record found". This will work for USCIS.
