What does public charge mean for a new immigrant.

My In-laws had there I-130 approved and would be filing DS260. My question is how can the public charge rule affect them. do they have to buy health insurance or prove they have the resources to buy that in the future.
They are around 60 and prob won't be working can there age affect the visa counselor decision?
