Does immigration visa denial(Green card- Petitioner didn't return to the USA due private reasons) affect future B1/B2 Visa to take medical licensing exam in the USA? Thanks.

Could be an issue as the applicant has already shown immigrant intent with a previous petition. And once you show immigrant intent, they don't give you a non-immigrant visa. It would be a more trial and error method. Try to apply and see if you get it.
