can we file GC for student on f1

Hello,

I'm citizen here and would like to know whether i can file family based green card for my brother who is in f1 status...

1)would that be a problem for him as he has to apply for h1 later?

2)If we can file now, does he have a chance to file GC in future again thro' employment based.

Let us know if its better to apply family based GC or not..

Applying for brother, F-4 category is currently taking 9+ years. While petition is pending, he can also apply for employment based GC.
