Can I use I-130 if I was married in the U.S.?

Hello,
I have been reading a lot but I can't figure it out.
I travel to the US often for business; if I marry my fiance while I'm there (and then exit the country) will we be able to start a I-130 request?
Or must we marry outside of the US to apply for it?
