My application I-130 was made in 2004 from Canada and was approved form letter I-797, I was under Family Sponsored Preference 1st category ( unmarried son of US Citizen ), my priority date is current Mid-2004, end of 2009 I did receive a letter from NVC stating that my case has arrived at NVC and issued me NVC Case Number, I had to take care of AOS & DS-3032 but I got married abroad and I did inform them of the change of status to married and submitted a copy of my wife’s passport and our marriage certificate. So now I belong to the F3 Category, I guess my priority date shall stay the same mid-2004 and we have to wait in line to have our interview at a US Consulate in Canada, I am Canadian citizen and my wife Republic of Georgia citizen and not Canadian, I guess sometime in 2012 NVC shall contact us again.
I am going to reside in Tbilisi, Georgia with my wife, I shall make my address change made to Georgia and wait for our Interview date at the US Embassy in Tbilisi, Georgia, that’s possible since recently I am a resident of Georgia. I don’t want to go to Canada because I need to sponsor my wife for Canada sponsorship just for the interview, it’s not right and it’s a long procedure a year the least and very expensive, considering airline tickets, sponsorship fee, a month of rent until finding jobs etc. would cost around $10,000.

1- Should I make an address change with NVC or USCIS ??
2- After the address change done and when our priority date becomes current mid-2004, is the process exact same as it would have if we were in Canada, I mean forms such as DS 230 Package and the interview at the United States Embassy in Tbilisi. ??
3- My main question and my main concern and I appreciate an answer to this question, will this address change delay in any way our application considering per-country limit and taking into consideration those we have not yet received the DS 230 Package and interview date?? And if any delay for approx. how many month?? will waiting for us in Canada be a better choice and faster than waiting in Tbilisi or maybe the process is faster towards interview date in Tbilisi considering the per-country limit etc. population of 5 million ??
