I-130 for my sister approved in 2015. Visa status tracker "immigrant visa issued"

Hi All
I'm a US Citizen and had applied for my sister I-130 in 2010 and got approved in 2015. When she checked her visa status in CEAC website using her BNS number, it shows "immigrant visa issued". Her priority date is NOT current as per visa bulletin. What does it mean "immigrant visa issued"

That sounds odd since the visa shouldn't be issued if her priority date isn’t current. I had a similar situation where the CEAC status showed something confusing, and it turned out to be a system error. I’d recommend contacting the NVC or USCIS directly to confirm what’s going on—it’s better to get clarification from them than rely on the website alone.
