Provide your current address first if different from your mailing address. In previous forms most people would fill in their second most recent address here, but the USCIS, always a barrel of laughs, decide to autofill PRESENT in 13b (date to). Thus you are forced to put your second address in 14a. But now what to put in 12a? Defy the instructions and put your current address here…. The form dares you, even begs you, all the more reason to get a rejection. Or commit the cardinal sin of leaving blank? It’s a toss up! Ooh… how privileged we are to bet I-130 petitioners. The rest of the world does not know what they are missing 🤣
