Woman married for the green card and living conditions

Mr X. is a US green card holder. He recently married a woman from a poor country who is 20 years younger approximately 3 months following a divorce. I strongly believe that she married him for the improvement in living conditions and the eventual possibility of obtaining permanent residence. However, Mr. X believes that he married for love (or will at least argue so). I am fairly certain that if the woman were interviewed, she would fail it. Should this be reported, and how so?

This is a problem between Mr X and the woman. Why are you involving yourself in it? Are you related to any of them? If Mr X is not bothered that the woman is taking advantage of him then you shouldn't be bothered either. Anyway the burden of proof will be on you if you report it so what's your proof ?

Yes, Mr. X is my father. I don't like seeing this other woman take all the benefits while my own mother struggles to get by on her own, especially when fraud like this is involved.

A similar case, a US Citizen Guy 55 married 27 Yrs old. US embassy did not issue the visa first time, but after a child was born, visa was issued. Embassy fraud unit does a very good job to prevent fraud. In cases like these, Embassy staff knows that this is a "possible" fraud case but they have no proof or very hard to collect proof. So they end up issuing visa after some hesitation.

Since you're the son/daughter i can see where you're coming from. Believe me, I've been there. If your father seems in love with the woman and the woman is not, then you have to find proof. Luckily you have technology right at your fingertips. So if I were you, get a chance to talk with the woman, bait her into admitting that she doesn't really love your father and record it. Or, you have to wait til your father finds out for himself. Unfortunately you don't have the luxury of time. Good luck.

Assuming I were to get proof, what further action could I take? Would it even matter if I say, recorded her saying that she was in it for the green card? She speaks in her own language most of the time so it'd be hard for me to get proof of that unless I had an interpreter or something. If I got proof, would USCIS care / take action? What would they do?

You're barking at the wrong tree. USCIS wouldn't probably care. It's your father you should convince that she's in it for the GC only. Then it's up to him what he wants to do afterwards.
