I 140 delayed for almost 2 years now. What to do?

Hey guys,

My employer filed I 140 in August 2014 at TSC and after so many service requests , uscis says they are still working on this case.
Steps taken so far:
1. Opened Service requests: Didn't have any conclusive answer from them.
2.We also approached American Immigration Lawyers Association to see if they can help it out but its been 3 months that even they cant find out what's going on.
3. Also paid Premium processing in September 2015 but to no avail.
3. Approached Office of the Citizenship and Immigration Services Ombudsman now and waiting for another 45 days.
4. Also approached Congressman in my area to see if he can get any answers.

Is there any there step you guys took to expedite your process?

To all who are wondering what happened, I received a lengthy RFE on I-140 and employer is asking to start the whole process with filing PERM Again. I will request to anyone who has delayes to read above methods I used and you shall get result in month or so.
