Regarding H1B extension using I140

Dear all,

It will be helpful if you can give your suggestion:

I was on L1B for 4 years and 6months from(2009 to 2013) and got my H1b in oct 2013, continued my stayed on H1b for 1year 2 months, till feb 2015.
then i went to India as i can stayed in USA for 5 years,8months continously(L and H included).
I stayed in India for 2 years and then came back to USA on New L1B visa on 2017 Feb,

** So my question is, can i extend my old H1B visa that i got in oct 2013(where i stayed for 1.2 months year only) if my I140 is processed , and get an extension for 3 years.
