Is Premium Processing available for I 140 now?

Hi,

I saw some postings (in mid 2006) in this web site regarding I 140 premium processing. (I 140 approval in 15 days with 1000$ extra fee).
I also saw memorandum in USCIS web site about suspension of I 140 premium processing from Aug 2007 through Oct 2007.
Any one have any update if they have opened premium processing for I 140 in 2008.

FYI..
My PERM labor is approved under EB3 category last month.

It still stands suspended. Only form I129 can be PPd.
