File Alien Relative/immigrant visa from India

I am a citizen of USA, staying in India after I got my US citizenship. I want to file immigrant visa for my sister. Can anybody help me with the proper procedure as to how to file immigrant visa from India. I have filled the I-130 form, have all the documents required. I dont know where to send these documents.
I called US for the details, they said to call US Embassy in India. Called US Embassy in Delhi and Chennai. US embassy in Delhi says we need to go to Delhi personally to appy immigrant visa but they have no idea who will issue the appointment date for that. I want to know just my sister and I should go to Delhi or just me.
Totally confused with the procedure. Any help on this matter will be greately appreciated.

If filing an I-130 from outside the U.S., submit to:
USCIS
P.O. Box 804625
Chicago, IL USA 60680-4107

It will be 12 years before a quota visa slot is available for your sister. This is an F4 class, with long waiting list.

An Embassy is the last place to ask about filing petitions, unless a DCF (Direct Consular Filing), which our sibling petition is not.
