Does immigrant child have to be accompanied by adult to enter US?

The immigrant finished consular processing and received an IR2 family based immigrant visa, as the child of a US citizen. The immigrant is a minor (16 years old). Can she enter the US by herself or does she have to be accompanied by an adult?
I have tried to find this information all over the government web site, but have not seen anything relevant. Thank you!
