Police Certificate and Passport Address

I stayed in US for 3 yrs and then moved to India in June 2003, working for same company at their Mumbai branch office. I am currently doing CP with I-140 approved.

After joining India office, I have once travelled to US on B1 visa. Also at present , I am in US for 1 month visit on B1.

I have 2 Q's:

1. Do I have PCC done from Indian embassy in US, while I am here.? Is finger printing/US police certificate required. ? or just the Police certificate from Mumbai is enough.
Also is clearance from Mumbai Passport office required ?

2. During my 3 yr stay in US, my passport was expired. So I got new passport from Indian embassy in Washington DC. The address on it is the Maryland state address while I stayed in US. Will Mumbai Passport office give me certificate if my address is one of US. ?
Do I need to get this change of address done on my passport. ?
