    Visa bulletin for April is out, there is section at the end of the document


    D. RAPID MOVEMENT IN WORLDWIDE FAMILY FOURTH
    PREFERENCE CATEGORY

    Despite the forward movement of the final action dates, the level of demand and resulting number use in several Family preferences has been below expectations. This lower than expected demand has resulted in advancement of the April Worldwide Family Fourth Preference date at a pace that covers the period of several months projected in the March Visa Bulletin’s “Visa Availability in the Coming Months”. This action will allow the overall desired allocation level of number use for and through April to be met. There are signs that demand in the other categories will increase in the coming months, resulting in the higher monthly allocation totals required to allow number use to reach those desired levels. The Fourth Preference date will then be held for a period of time while the anticipated monthly allocation levels in those other preferences increase, without drastically altering overall workload patterns.

    What does it mean? Does it mean that after April F4 processing will stop for some months?

    No, it means the wait time for the F4 (other than aliens chargeable to India, Mexico, and the Philiphines) priority date to become current have sped up.

    Compare the tables on both the March and April visa bulletins. As there is a 31 day gap between visa bulletins, you'd expect the dates that are current to change by 31 days as well. To the extent that the dates progress by more than 31 days, we can say they have progressed (sped up). To the extend that the dates progress by less than 31 days, we can say they have retrogressed (slowed down)

      so it means for china and all chargeable other than listed might be retrogressed in future visa bulletins...??? and i think its very slow process for India bcz as per allocated welcome later up to may 2004 process is very slow... as per mine knowledge all people up to may 2004 who get welcome later they have completed all process and just wait for visa calls....And compare to china....china moving faster even after retrogressed...china almost reached up to allocated welcome later....hopefully India's process run faster now....

        F4 is the lowest priority category for family-based immigration visas

        Therefore, its' queue length is subject to the number of people who apply for immigrant visas in higher priority categories

        Assuming the immigrant visa quota remains the same, the F4 queue length will change if F1/F2x/F3 applicants rise or fall more than forecasted
