How soon can one expect packet 3 after getting a case number? Or does Mumbai mail it out after releasing interview dates?

Also, is this mailed to the attorney or the applicant whose name/address is on OF-169.

It is usually mailed to you.

Pkt 4 contains Mumbai's versions of the Pkt 3 forms (169 and 230-I). Of course, in some *rare* cases they do seem to be sending out Pkt 3 again.

Yes. I meant packet 4 with appointment letter.

Whom do they send it to: the applicant or the lawyer?

Packet 4 is sent to both the lawyer and the applicant, as far as I know. That's how it was in my case.

Pkt 4 is sent to you about the time that you get an interview date. So, if you are going to be on the Sep 15th list, then your Pkt 4 will be mailed out to you between Sep 10 to Sep 15 (estimated).

As said - it is sent to you and attorney.

However, if it doesn;t get here in time, you can always pick up a duplicate at the consulate.
