Converting Consular Process to 485

I got my moms 1-130 approved and was looking to see if we can get her here and apply 485 directly instead of going though the process of interview in India.

If she is in the US, she can simply file I-485 without needing to do anything special, and if the petition is at NVC, it will be moved back to USCIS.

But if she is not in the US, how is she going to enter the US? She is not supposed to enter on a visitor visa, or most other types of nonimmigrant visas, with the intent to do AOS during that trip.
