I have a strange situation.

I have first and last H1 (NIV) stamp from Mumbai.
And, my permanent address in the passport falls in to Chennai jurisdiction.

Which consulate I am allowed to choose for consular processing?

YOu will fall under Chennai. I had the same situation. My H1 was stamped in Mumbai but my Permanent address falls under Chennai.

To avoid the NVC from screwing up (Shipping to wrong consulate) make sure that you fax them a letter clearly indicating you jurisdiction (Once you file is in the system at NVC).

I did this ( A confirmation fax to proceed for CP). Now a days they just don't seem to ask for this but its a good idea to fax/ call and inform them over the phone, whatever they accept.
