Sailing Permit is only to show at the port of departure if IRS personnel ask to show. It is not the required support document for the Immigrant Visa application. Am I right?

IT clearance in india

how does one get IT clearance cert. in India. was it a hassle (IT folks expecting bribes etc).
i am travelling with kids and once before my wife was harassed by mumbai airport officials on an irrelevant issue (registration for my infant daughter, when it was not reqd). so i want to make sure i cover all bases.

It's somewhat of a hassle to get IT Clearance in India. My wife had never worked in India but Air France asked her to get an IT Clearance (and later nobody asked for it). We employed the services of my father's Chartered Accountant. He charged Rs. 5000 for it and made the ride a little smoother for us. I don't have the phone number of the C.A. but you can look up the Yellow Pages in Mumbai (or whatever town you are from).

When I first came to US, I got IT clearance from Bangalore as I was working there.
It was easy procedure. I just took last 2 years tax returns, passport, ticket etc and filled up the form. I had to run around to 2-3 offices upstairs and downstairs for signatures but they gave me on the same day. As far as I remember, I gave Rs. 20 to the peon.
Later I realized that I should get for my wife also. Got that one too.
That certificate is valid for 1 month. Then my departure date got delayed by few days and it was to expire before I leave India. So I got mine again. It was smooth.
I boarded international flight in Mumbai and nobody asked any of us for that certificate.
But this certificate is required only if you are resident of India for that year. (Stayed in India for more than 182 days.) Not required otherwise. So normally the people who get it would be the people first time coming to US and not the ones who go to India on short trips for vacation.Immihelp Support
