Even w/ NEW rules Chennai Doesn't accept I-140 :((

Hi
Called up Chennai Consulate to find about their
policies with the new state memo:

Asked them whether AC-140 w/ I-824 receipt notice
would be accepted.

The person at the Consular Maintained that
their Work Load is so much that they WON'T
accept such cases
even w/ the new state memo which came out

but I thought they should accept the cases now
as it clearly mentions that ALL consulates should
accept the AC140 w/ I-824 filed case if the applicant
belongs to that jurdisction

LET ME KNOW IF SOMEONE GOT A DIFF. RESPONSE

if they do not accept, some other consulate will accept that, i heard from my lawyer that even u may get consulate in some other country.

I think United States consulate in Ciudad Juarez, Mexico is accepting ACI140 from any country.

Well then if Chennai don't accept these new rules bcoz of back log what are we supposed to do. I am also on the same boat just waiting for Chennai to accept I140 w/I 824 receipt notice and proceed with CP....
