Parents under PERM immigration

I have applied in PERM labor under consular processing.I want to know
CAN MY MOTHER GO WITH ME AT FIRST INSTANCE WITH IMMIGRATION?

only spouse and children can go. Parents can be sponsored only by a citizen

I have applied for PERM green card as an unskilled worker under consular processing.I want to know what is the coverage of term "immidiate dependents".Are my parents included in it?Please tell me whether my mother can go with me at first instance with immigration visa as told by my consultant.Is it right or wrong?
