case in Administrative process and us consulated asked for medical twice

Hello!!
my wife gave her imigration interview on june 26 2019
her case went into AP
embasador asked for extra documentation
we submitted the required document
then no response came back from consulate
in december embassy asked to submit her medical again
we did it accordingly
then again no response from consulate
now in june 2020 her medical ll expire again
i need to know will consulate keep on asking for medical submission till case is in AP
medical costs us 200 dollors every time
i am worried if case is in AP so why they dont finish the case first and then finally ask us about medical before giving us visa
how it is possible to spend 200 dollors after every month while case is in AP
