F41: NVAC processing starts even when priority date is not current

Hello,

Wants to know what if CEAC (NVC) started processing (payment of fees) and also Ds-260 etc. even when priority date is not current for F41 case. Is this normal. If anyone has gone through this process. Pls let me know.

Called NVC and it seems system glitch allowed me to pay fees and fill applications. Now they realized and stopped everything. Now I have to wait.. Just giving updates.
