Affidavit of Birth Problem

I am in the process of submitting documents to bring my elderly parents to the US. Dad is 75 and mom is 65 and neither has elder relatives or family friends who can attest to their birth. I have the birth certificate not available certificate, but don’t have anyone who was alive when my parents were born who can attest to their birth. I read that they can self-attest to their birth, but I am not sure that will work. They do not have school Certificates or medical forms either to prove birth.

They have PAN, Adhaar, drivers license etc. but not sure uscis accepts that. Help please! What should I do to provide sufficient proof of birth for my parents?
