familly visa

Hello,
My sister and I are US citizens are we're both older than 21. our mother doesn't have a visa and she lives in South America with her husband. she has been to the US embassy a few times but each time her visa was denied.. so what can we do so that she can come once a year to visit us for a week or so.. any help is greatly appreciate it..

Apply again for tourist visa.

Applying for green card is not an appropriate option for just visiting once in a while.
