When completing I-864 for a NLA, it used to expire in 5 years. That has now changed and it only expires upon naturalization or with work quarters. WHEN was that change effective?

There never was a 5-year expiration for effectiveness of the I-864. It was and continues to be 10 years (or 40 work quarters), Naturalization, return to one's home country permanently or death.
