Passport renewal doubts, expiring in 10 months

hello all,

i have a valid L1b visa until end of next year.
my passport is expiring in about 10 months.
Question
1. can i apply for renewal of passport? if so, can i apply it now or do i have to wait until my passport expiry date is near, may be 2 months before expiry?.
2. i read somewhere, they mentioned, renewal services are turned OFF. now everyone has to apply for a fresh passport upon the expiry of their present pp.
is that the case?
3. if i renew/ apply fresh passport, do i have to get visa stamp again on my new passport, what do i have to do for cross border travels? carry both the passports until the VISA expiry as per OLD passport.
