Restricted Aeras Permit

i'm planning to travel in the North East states of India (the seven sisters) and I've read different information about the restricted area permits.

Can you confirm me that some states are now opened and not restricted anymore? Could you please tell me which one don't need a special permits and which need it and how and where to apply?
