Docs required for PIO card in NY

Hello All,

I am here on H1B visa and my wife is staying on H4 visa. We have 6 months old baby girl who born here in USA. My wife and baby are planning to go to India and I need to apply for PIO card. I visited BLS site for the required docs but it is not clear for me on what docs I need carry along with me. I am planning to go to NY and apply for it in-person. Also, my passport expired and would like to renew it. Can someone tell me what are all the docs I need to take along with me? What is an Airway bill number and how do I get it?

1) How do I get "Airway bill number"? Can you please explain in detail?
2) How do I get "Naturalization certificate" and how do I get it?
