Additional particular form in OCI uses PIO declaration?

I'm trying to put together an OCI application and saw that one needs to fill an "Additional Particular form".

This form declaration page (the last page) requires one to sign off on "I am applying for PIO card." Isn't the PIO card different from OCI? Why does one need to sign this declaration when applying for OCI?
