visa on arrival in India for Minor US citizens

Instead of getting a visa stamp here in US can we travel to India with our 3 months old daughter and get the visa on arrival there? If yes that will save a lot of time and money as my application is stuck with CKGS NY and still not submitted to Indian consulate. Our travel date is Nov 27. Passport withdrawal will take 3 business days. I see visa on arrival is the best option is possible. Please suggest
