PIO Help needed- Parents Indian Address proof

I am applying for PIO for my 1 year old daughter. Under list of documents it is stated that both parents India address proof is needed. My husband doesn't have any India address proof. His passport has old address and his parents have recently shifted houses. There is no way we can get India address proof for him for now or unless we go to India. What should be done in this case?
I have contacted Cox and Kings and Consulate but haven't received any response.
