Which Indian embassy to visit?

Hi,

I need to get a affidavit from Indian embassy to send it to India for renewing my minor kid's passport. The state where I am currently staying comes under New York consulate jurisdiction . Since Chicago is the nearest Embassy for me, can I visit the Chicago embassy to get the sworn affidavit in person?
