reissuance of passport

hi all,

my passport is now valid for less than a year and i want to get it reissued. i am based in Colorado, USA.
in bls-international one of documents required is
1. original passport
question - do they return original passport, clearly it has visa stamp
2. notarized copy of marriage certificate
question - can i get copy of marriage certificate notarized in colorado?
