custom TOR India urgent please

Is TOR mandatory or can we opt not to avail TOR? Please let me know. I too will be moving between India and US and am shipping used goods to India. I am on H1 visa and my family plans to stay in India. I plan to move back and forth due to the nature of my work. Will there be any issue if there is Transfer of Residence stamp on my passport, as i will be traveling back to US? This is very urgent. Any suggestion or advise will be much appreciated.

Transfer of Residence has meaning only with Indian customs. US government does not care about it.

It is used only for importing a larger amount of otherwise dutiable goods into India. Therefore, if you want to avail it, I don't see any problem. If you don't want it, no one is going to force that upon you.
