OCI - Canadian Minor - H4 Status

The CKGS OCI services in San Francisco is not accepting H4 status/stamping issued at Toronto airport as a legal visa status for Canadian minor in the USA. They do accept mother's H4 status though. Canadian Indians are not given a H4 visa, rather they only give a H4 status stamped on the passport.

CKGS has no idea what to expect other than sending repeated emails stating that the proof is unacceptable.

Any one with similar experience or ideas to resolve this matter?
