OCI under process since May

We applied for OCI for our newborn in February. The application is under process since May 25th (Total almost 9 months!).
We had to go to India in August and we applied for visa as there are no changes in the OCI application process since May.
I am not sure what happened to the application. We did not get any answer from the customer service.
