Hello everybody,
My name is Arjun Srinivasan and i'm currently residing in Cagliari, Italy for the last 13 years. I had an Indian passport isssued to me in 2013 and in May 2014 I left the country to reside in Italy with my 'Italian wife and child'. I was required to get a foreigners stay permit which i did, got a job and moved on with life.
I travelled back to India only once in this period, in 2009 to visit my family staying for a month. Last year (July 2015) i was required to renew my 'Foreigners Stay Permit' and asked to produce all my original documents, When producing my passport, the police officer at the counter rightfully said that they couldn't go ahead with the process as my passport had already expired in 2013.
I contacted the Indian embassy which said that i had to produce all original documents to have my passport renewed. This left me with the problem of having to contact my parents who are Sadhus to help me out with some documents as i didn't have copies of them ( Ration card and school certificate- which i had left behind).
After a year had passed, both due to my negligence and the slowness of my parents, i finally went to the Indian embassy to have my passport renewed. Unfortunatey when i got there, I was told that the passport had expired for more than 3 years and that there was no way for them to renew it there. My only option, they said, was to go back to India and renew the passport there. They would give me an emergency certificate and i could travel one way with that,
I contacted the Italian authorities, and they said as i didnt have a stay permit it would be difficult to get back into the country, but seeing my case and having a child and wife and a full time job, they could issue a provisory 3 month stay permit which would allow me to re-enter the country.
Now my question, after having looked at the passport seva portal, I have noticed that i will have to rightfully produce a proof of residence in India to obtain the passport. How can i do this passage if i've been living in Italy for the last 13 years? Is there some document that i have to bring from the Italian police / Indian embassy here ? Some of the requested documents, the Adhar card and some others, I dont have... I had gotten the passport producing my fathers ration card and my school certificate long with a police clearance of my parents house at the time. How does it work now ?
Any help would be useful, or if you could point me in any direction where i could get some information / call someone in India etc.
