Am I better off getting new OCI card based on my situation?

My daughter is 9 years old. I just renewed her passport. She has a PIO card. PIO card is based on old passport.

If I want to get OCI in lieu of her PIO. I would get an OCI based on her old passport I believe and then once I get the OCI card I need to send it for passport matching with her new passport.

Instead can I apply for a new OCI based on her new passport. Both would cost me the same. Thoughts?
