Address change

Hei all/
I applied for address change in my passport from Jammu to Delhi.
I applied on 29 March 2007 but till date my online status is " Police Report is incomplete and the case is being examined " although police has done thr job.
I dont know whom to reach. I applied at Bikaji Kama place in New delhi.
Plz help.
