Visa experience in Chicago

I am a US Citizen. I applied for OCI and till date there has been no acknowledgement from Indian consulate in Chicago. It looks like there will be NADA before I travel to India in October.
Now I am thinking of applying for a short term visa. I call their phone number in Chicago multiple times, but as with numerous other experiences the personnel there is too involved saving the world to deign to pick the phone up.
This sets me thinking that if i travel to India using Indian passport and come back using US passport. Does those b...ers have any way to pick that up? Probably I will go to Chicago consulate in person to apply, but does somebody have any experience to share. Can I go on Saturdays and get it that day?

It is illegal to possess Indian passport after becoming a citizen of another country. Having said I have seen people using combination of Indian/US passports to travel to India but it is not recommended.

I do not think any consulate is open on Saturdays. But on work days, visas are usually issued on the same day.
